1992    Vice Premier of Azerbaijan Republic; Ambassador of Azerbaijan to Russia
Founded the Embassy of Azerbaijan in Moscow, worked for 12 months to develop and improve foreign relations with newly independent Russia, particularly regarding: the division of state property between Russia and Azerbaijan after the collapse of the USSR; the creation of an Azerbaijan delegation to the newly formed Commonwealth of Independent States; and negotiations with Armenia over the disputed territory of Nagorno-Karabagh.
